One possible suggestion to try as a proof of concept for the finance folks:
SD1A404XB-GNR 4MP 4X Zoom Starlight IR PTZ AI <-> Ubiquiti Networks Networks Networks Router (ER-X), Black <-> Cross Internet with WireGuard VPN <-> Ubiquiti EdgeRouter 6P <-> BI Server. Then it would go BI server <-> Ubiquiti EdgeRouter 6P <-> Internet <-> End user's browsers to view the cameras.

Or for a little bit more security:
BI server <-> Ubiquiti EdgeRouter 6P <-> Cross Internet with WireGuard VPN <-> End user's browsers to view the cameras.

If you get more cameras, then all you would have to do is create an image of the original camera's ER-X settings and import them in to the new camera's ER--X router (hopefully with different credentials in case one gets lost or stolen.) Setup the Ubiquiti EdgeRouter 6P to accept the new user and connect the new camera's VPN to it. Then you could have your virtual separate network for your cameras and make it easier to manage them all, provide firmware updates, etc.

Rough estimate for proof of concept (not including shipping, or soft costs to setup):
$200 Dahua SD1A404XB-GNR 4MP 4X Zoom Starlight IR PTZ AI [Get quote from Andy, EmpireTech]
$ 45 SanDisk 256GB High Endurance Video microSDXC Card {Need with each camera purchase}
$ 80 Ubiquiti Networks Networks Networks Router (ER-X) {Need with each camera purchase}
$230 Ubiquiti EdgeRouter 6P (ER-6P-US)
-----
$555

$250 Seagate Skyhawk AI 10TB Surveillance Internal Hard Drive (Optional for camera video storage)
$210 CyberPower CP1500PFCLCD PFC Sinewave UPS System (For BI Server and EdgeRouter 6P)

I would also suggest chatting with EmpireTechAndy on here and see if he can give you a quote for all of the items.

After the Firmware Update process of the Netgear Router, your router will get automatically restart. In case the router doesn’t restart, you need to get to the Router Status page through the login window of the Netgear Router. The status page of the router helps the user in confirming whether the user is uploaded with the new firmware version or not. In case, the status is showing no, you can again perform the update process through the routerlogin.net window.
