The still pic they used in the article got my attention, as it looks like a B-117 stealth "fighter" is banking hard as it is flying by underneath..... (I believe all 117's are decommissioned)

That's a TU-22M3 which is much older then a B-1. So it cannot be knock off, if it flew 6 years earlier then the first flight of B-1.

The plane that was made in response to the B1 is the TU-160 which flew 9 years after the B-1.
B-1B is the plane that made it into production, this version traded speed for lower radar reflection. While the TU-160 was made for speed flying at Mach 2 vs B1-B Mach 1.25 (the prototype only B1 flew at Mach 2.2)

TU-160 is still being made by Russia.
