POE NVR not providing power to devices

yes the PoE power supply can die after 4-5 years or by getting hit with a surge. That said, I have nearly a dozen running at 7 years

Its not a concern of mine as I can A) use an external switch or B) have someone with the technical no-how replace the power supply

I'm ok with 5+ years

Looks like there's some faulty internals with these NVRs seeing as this is becoming common

No summer storms with lightning close by?

These PoE NVRs, which unlike many items of electronic equipment have lengthy cabling attached to them, have lots of protection built in to protect against transient overvoltages that could damage the components the cables connect to.
Sometimes, tough though these transient voltage suppressors are, they can self-sacrifice when they are overloaded.
