Could I make a suggestion to feed back to Hikvision?
You demonstrated how the video is smoother at 60fps than 30fps (to be expected) but you lose the resolution. Assuming the sensor / chipset isn't capable of 4K @ 60fps in a firmware update to come later, could I suggest that Hikvision consider using a software setting that gives the option for the software to vary the resolution on an event trigger? eg. The camera would be @1080P 30fps when just moving between presets and scanning the area. However, on detecting the crossing of a line or an intrusion into a zone (if it has zones) then the camera software changes the resolution to 4K @ 30fps upon commencing the object tracking. This would give the best of both worlds for the penalty of a momentary loss of recording as the resolution switched. Software wise, it could be an option so you could choose to use it or not.
