Currently I have TL-SG1008P 4 port POE switch connect directly to the router. If I add a second TL-SG1008P 4 port POE switch, where in the LAN should it be connected to...connected to first POE switch or directly to router?

Connecting the 2 TL-SG1008P switches together would be OK, they are both gigabit.
And connecting to your router would be OK too if it is also gigabit - but not if it's 10/100Mbps.
Usually a router should be busy routing, but if it has gigabit ports it's probably a valid assumption that it's been designed to properly handle both workloads.
Some routers with 10/100Mbps switch ports struggle with aggregate switch traffic. Pure switches will not.
