A standards-based 802.3af or 802.3at PoE power-sourcing device (eg PoE switch or NVR) will only supply power if the power-using device (eg IP camera) requests it and does the class-determining handshake.
But don't try this with a passive PoE splitter - there is no such protection.
So it will be safe enough to try it if the PoE source conforms to the 802.3af or 802.3at standard.
