It's legal in the US because they are on public property and on public property the right to privacy is greatly reduced. To me countries that prohibit video surveillance of public spaces should also prohibit you from even looking out your windows. It's basically the same thing IMHO.

I can't read lips but that young man that broke off and walked back to right solo....I think I'd keep an eye out for him....just a gut feeling.

Is the spotting and tracking all automated? If it is I have to say I am impressed, never really given a PTZ any real thought but will do some reading now 
Yes that sequence was fully automated.
The spotter camera in this case is a 5442 6mm bullet which is aimed down our street. It triggers the PTZ in 2 ways with two separate IVS rules:
1- if it detects humans within an intrusion area about 100ft behind the PTZ it tells it to turn to a preset with an almost identical FOV as the spotter and begin tracking humans in that FOV that cross a tripwire, like you see in the clip above.
2- if it detects a vehicle crossing a second tripwire heading outbound-only* towards the entrance to the neighborhood , it tells the PTZ to go to a second preset and zoom in to the exit to capture the license plate.
(* Another separate camera dedicated to LPR catches plates of all vehicles entering the neighborhood)

So the PTZ actually performs 3 functions.
In addition to the above two presets triggered by the spotter, in its normal “home” position, as seen at the beginning of the clip, the PTZ watches for humans only anywhere within an intrusion zone IVS rule at the entrance.

It took quite a few hours/weeks to get it all setup and working the way I wanted it.

That is pretty impressive, what happens if it detects a human and a car at the same time? Can you control the priority?
Nope, first call/activation wins.
While its not an issue in my situation as we live on a small 41 home cul-de-sac, in high traffic areas it would be difficult to do more than one spotter call.
Each call from a spotter will override whatever its looking at at the time from its home position. So it would for instance break away from tracking a human at the entrance if the spotter told it to zoom to its preset for a vehicle outbound.
Note that I don't rely solely on the PTZ. Each location is coverd by a fixed 5442 camera as well. The zoom and tracking of the PTZ are icing on the cake.
* One way to control/limit the spotter cam calls is to set them up wisely using direction, object AI, size, and time period. It takes some serious noodling to think through all the possibilities when using spotters.

How much is the "go-to" recommended Dahua model? I can't seem to find a model number that matches the dahua site but I am guessing this one is a solid one:

Yeah, the legality of being able to upsell you to a newer, more expensive, model that now has auto track.
No legal reason - it was a sub $400 unit with autotrack and they wanted to sell more of their plus $800 units so they removed autotracking with a firmware update... A simple business reason LOL.
Which is a reason why we say NEVER update a camera for the sake of updating because it may remove something you wanted. Only update IF it is fixing an issue you are having.
