Send TCP/IP notification

Hello
I have HikVision IP cameras.

Is there any way it can send TCP/IP notification upon motion alert?

I know Axis camera has this, but in hikvision camera it send Emails or notification to surveillance center .
I do not see if i can send custom notification to particular IP.

Would a de-facto-standards-based method such as an ONVIF Event Subscription be feasible?

All I can suggest is that there is open-source code published for ONVIF interaction, which might be helpful in coding up the custom notification that you are looking for.
For example, ONVIF Device Manager from sourceforge.net
