I think you need 6mm or more in such an environment to get a close picture of the person. Your camera looks like 2.8mm, and regardless of camera brand, you will not be able to capture details well enough.I've also fallen for the YouTube Reolink recommendations (though I did also do some wider research). Here's a couple of recordings of a thief on my street last night using Reolink RLC-810A IP Camera. First clip he's around 16ft from the camera, second clip he's across the road is 40ft away. Cameras set to 4k and max bitrate. The street lighting is very bright LEDs.
The thief has visited 3 out of the last 4 Sunday evenings, so was almost expecting him. Motion detection did work, but I have got it set to high so have been receiving very high number of false alarms. I called the police as I watched him across the street and was asked for a description - "just let me check the recording" - I couldn't even give them a skin colour! Cameras are being returned!

BTW, what camera model is it?
A 5442 series cam, we all like around here, would simply blow these Crap-o-links out of the water. You have enough light to get a great shot from a 5442.I'm using Synology Surveillance Station via my NAS and the key frame settings aren't available so I guess that these cameras are not compatible. This thread on Reddit seems to suggest the issue is what wittaj mentions above:

Basically great pictures achieved by overriding the user defined settings, with the minor drawback that the cameras are useless with anything that moves and requires that the criminal poses completely still for a few seconds very close to the camera. It's almost like the engine emissions scandal or when graphics card manufacturers used to configure the cards to perform well in benchmarks - Reolink cameras are designed for the Youtube, 'stand at the end of the drive with a sign, completely still for a few seconds' test.
