These cameras came with a a few different Chinese vendors and they haven't seemed to bad for my use. Recently I pulled the IP's by plugging them directly into the router then putting them in "station mode" with a router username and password and have it hooked up to a Amcrest 16 channel NVR. I am soon going to be going to Blue Iris and doing a build out for that with hopefully new components but these have been good to me and I don't know if some of these cameras have been hacked and someone changed the passwords or what (weirdo neighbors) but I have seen that you can reset them by using jumpers in certain areas to do a hard reset. These bullet cams do not have a reset button on the outside nor on the inside unless I am missing something. I have read on the boards before becoming a member and still cant figure it out. I found the 2 holes that everyone is always describing and when I trying using a jumper wire and plugging it in, it is still retaining the last static ip it was assigned and a password that I don't believe I changed or used. So with that any help would be appreciated as I dive into this new hobby of mine with the help of others. I will post some pics.

The board is helpfully labelled with what looks like a couple of serial UART connections - RX, TX, RX1, TX1

It might be interesting to hook up a USB to serial TTL adaptor (such as a PL2303TA based version) and see what the serial console is saying.
I'd almost bet that it's fully open such that you'll be able to mess with the configuration, reset, maybe even see passwords etc.

So does anyone know what you are actually "shorting" or grounding out when you reset one of these cameras? Is it just like a small charge like a battery that holds the information for settings, passwords etc? Those 2 holes in the board didnt do anything when I used a jumper on them, however right underneath those holes there is a connector with nothing attached to it so I was thinking it is the same way with some of the cameras having a button on the outside of the camera that you can peal back the rubber weather protector and hold the button down for the hard reset. My thinking was that the manufacturer just didnt want to spend the money or time to add it so I did try and jump those and it didnt work either. I know that I have had several of the outside reset buttons go bad and I just clip the connector apart twist the wires together plug it in and in 15-30 sec the camera is reset and I just put marine heat shrink around it after undoing the wires of course.
