If you disconnect all the cameras from the NVR PoE ports, and see the same incorrect power readings - it is likely that the NVR PoE hardware has developed a fault.
If after disconnecting, the readings are normal - connect the cameras one by one to find out if one is faulty.

Suggestion, as a work-around for an NVR PoE failure:
If you have a PoE switch or a 12v power supply -
Connect a camera to a switch/router port, use SADP to change the camera IP address to one that is valid for the LAN, and change the IP address of channel 8 of the NVR to match what you have used for the camera.
The camera should show in Live View.
Repeat for the remaining cameras.

thanks ,, very helpful ... i did that , i have a router 12v adapter , and the camera work ! direct to to computer and with nvr also
so what that mean ? bad nvr poe ?
what about the ptz ? it have its own adapter up there . why not detected

It does sound like it - if the same readings are there when no cameras connected to the PoE ports.
And you have done a reset (to defaults?) on the NVR.

You would need to move all the cameras on to the LAN with changed IP addresses, and also change the IP addresses on the NVR channels that you want the cameras to appear on.
