IP address on router not browser

Hi all, my forst post. I am no IT guru, but know enough to manage my home network.
I have a Dahua dvr that is connected to my network. It was setup a while ago with a static ip address. Recently i cannot access my dvr on the ip through the browser.
Stranfe rhing is that I can view the cameras on my mobile and my router does list it as a connected device.
In cmd, it is responding when i ping it...

i dont know what it is. I even tried other laptops to make sure it is not a security/firewall setting. Any suggestions?

In what way? eg
Browser says non-existent site / no login page appears / password rejected ?
Can you access the DVR using the VGA/HDMI interface?
Have you power-cycled the DVR?

Yes, power cycled, installed DSS software, but also dont detect. Says it cannot find page. No login page displays. Its as if it is offline... but i can access it through mobile.
