Did you try to log in to it via a browser? Just a thought to see if that works anyway?

Hmm if you can't connect with ivms as well it seems strange. But try to reset it? Or maybe some way to update the firmware so it will reset. If you got a version that you want/ can change firmware on

The camera is running in 'min-system mode' which is a minimal system recovery mode with no web services, check out the firmware version 4.0.8
The recovery mode is entered on bootup when the wrong firmware has been applied, or when there are hardware problems.

What was done to the camera before this problem occurred?

The camera is running in 'min-system mode' which is a minimal system recovery mode with no web services, check out the firmware version 4.0.8

the problem occurred suddenly ....maybe the electricity cut off suddenly


 
You need to find the correct firmware for your camera and apply it via the tftp updater (if it works with that camera, easy enough to try though), as there is no longer a web GUI that can do that.
The closest match I can see on public view is on the Hikvision US site, the first section here : http://overseas.hikvision.com/us/download_89_p3.html
It's an I5 as opposed to the I8, but I doubt the EXIR IR is going to require different firmware.
The Hikvision overseas site has firmware for a similar camera, but not quite the same. http://overseas.hikvision.com/en/download_89.html
What recollection do you have about the original firmware version, and the region of the camera?
