HIKVision IP Camera for Tug Boat

Hello Guys
I'm looking forward to install a Hikvision network camera on a Tug Boat. What I think "DS-2CD6626BS-R" best suits my purpose but it's above my budget. Please recommend me a cheapest most viable solution?
Will a normal IP67 but non "GB/T19845-2005 standard " camera could work because price is the main concern in my case!

You need to tell us a little more on how you are going to use this.

Is it well lit or do you need good night vision?
How are you going to record the video, remote NVR or to SD Card
What you are trying to capture, i.e. is this to capture something happen on or off the boat. If it's on then how will you stop them stealing the camera if you're not recording remotely?
Will the camera be encased or are you looking at a camera that will deal with the elements at sea?

Some more info on what you want to get out of this would be very helpful.
