So i did bought a hikvision camera 4mm but when i plug it to another nvr it says no video

What model of camera?
The current models have reset buttons, sometimes in the hatch with the SD card access.
If you can reset the camera to defaults, which puts it in an 'Inactive' state, when you connect it to the NVR it will 'Activate' it and connect it automatically.

So what i did today was fill the ip adress of the hik vision camera on my monitor and it did go but it still says no video offline how can i make it online

Not enough detail - there are very many different models.
