This is the 'downgrade block' where firmware version 5.4.5 has been loaded, or even tried to be loaded, and you are trying to load an earlier firmware version 5.1
The update program has been designed by Hikvision to prevent the ability to downgrade the firmware.

I've used the latest version but the same error

It looks like the 'Catch-22' situation where the newer firmware won't run - but the downgrade block prevents loading of earlier, working firmware.
Very common on R0 cameras bought on-line where newer firmware was attempted.
I created a solution for the situation for DS-2CD2x32 cameras - but I don't know about the 2030, sorry,
