Help using poe switch

I have an Hik_vision NVr with 7 Hik-Vision Cameras connected to the POE ports of the NVR. I added a 16 port POE Linksys Switch LGS 116p. The first 8 ports are POE. I have the connections as follows:

PC to non poe port of LGS 116p
Hik-Vision NVR to LGS 116p using the LAN connection on the NVR
Router to LGS 116p non poe port

I can connect a Dahua camera to a non poe port on the LGS switch with external power and connect to it. I am able to see network setting, etc. But when I connect the same camera to a poe port on the LGS I get no lights or activity.

Have you also tried connecting the camera to a spare PoE port of the NVR?
If no lights or activity there, it suggests it's not a PoE capable camera.

When I connect the camera to the NVR I get activity lights. I also get light if I connect the camera to a poe port on the LGS if I give the camera exernal power. If no power is supplied to the camera, no activity from the poe ports.

Also just read that the switch only supports IEEE 802.3af and IEEE 802.3at. I see no reference of these standards under specifications so not sure if this is the problem.
