Heavy delays, artificating on just one 4Mp POE camera

Just in case I did a bad job of explaining how I resolved it. Attached is a jpg showing the two wiring diagrams. I still dont understand why this was causing a problem in the configuration on the left. If anyone could explain, I would be much appreciative. I am sure it is a basic misunderstanding of how routers work.Fixed IP cam setup.JPG. Thanks for everyone who helped.

This indicates a problem with your router. The second configurations eliminates data passing through your router. What router are you using?
