At 12fps, it's always going to look a little jerky like an olde black&white movie - but that's fine as it will be the still frames that get used for ID purposes.
And the lower frame rate allows more detail per frame for a given bitrate.

I was at 50 and tried increments of 5 and turning it off, and it just made the picture very grainy under normal circumstancesLower your noise reduction
Yes that is because it's a poor low light camera. The daytime ghosting should be gone though.
