Ghosting In Daylight Problem

I have tried so so so many settings and still can't get a good picture day or night when there is movement. Any advice would be greatly appreciated. Camera is DS-2CD2142FWD-I

still can't get a good picture day or night when there is movement.
It depends on what you mean by 'good picture'. Is it the jerkieness that bugs you?
At 12fps, it's always going to look a little jerky like an olde black&white movie - but that's fine as it will be the still frames that get used for ID purposes.
And the lower frame rate allows more detail per frame for a given bitrate.

Trying to get rid o that blurr behind the person walking. At night it invests colors and people walking by look orange for a part of the frame and then change to black and white.
