So one could be arrested and a punishment carried out BEFORE a crime is committed if the people in charge of enforcement (police), not judicial, think you MIGHT commit a crime.....that IS very scary.

But what if I say someone is "fat" or "has a bad haircut" or "has really bad B.O. and needs a bath" ......who decides if that is "hate speech" or not? And I could be punished in some form for saying such and without putting anyone in physical jeopardy ? What's to keep this same mechanism from progressing to "no form of evidence to defend someone against charges is allowed?"
News flash....I've been to Canada, years ago....no plans now for returning, ever again.
