Faulty cabling is a common cause of being unable to stream video.I connected 2 cameras and SADP detected them both, but I only get video from one of them.

SADP only needs a handful of packets to figure out a device. Video streaming needs reliable communications for a few thousand packets per second.
Suggestion:
If feasible, try hooking the camera up with a short, pre-made length of cable.
That's because they are pre-defined and fixed - each one is associated with a POE channel.I can't seem to delete all the inactive cameras.
The .9 camera has it's own IP address (.9) as it's default gateway. What do you mean it has incorrect default gateway? What should it be?
But you've got the .3 address assigned to channel 15. Plug the camera in there and it will work..3 camera isn't connected to channel 15.

Your NVR IP addresses are a bit mixed up too - it looks like you have been changing them.
What's the IP address of your LAN router?
Do you have a cable hooked up from an NVR POE port to the LAN router/switch?
I just noticed that the .3 camera now has it's own IP address as it's default gateway.
You really should not just randomly change these things - set them up as follows:
The camera IP address should match the IP address that is assigned to the POE channel you want to connect it to.
The camera default gateway should be set to the IP address of the NVR POE interface.
The camera DNS should be set to the IP address of your LAN router, or 8.8.8.8
Unhook the cable between the router and the NVR POE channel.Yes. I do have a cable hooked up from NVR POE port to LAN router.
That's the IP address that should be used as default gateway for cameras connected to the NVR POE ports. The camera default gateway should be set to the IP address of the NVR POE interface.
Your router IP address should normally be used for the DNS setting, but it's quite common to use Google's DNS of 8.8.8.8 instead. The camera DNS should be set to the IP address of your LAN router, or 8.8.8.8
