rebuilt database , restarted machine , made sure defender was off and same issue, using 10%cpu , 14% ram

I disabled defender and same result. I have access to 3 different Blue Iris machines and the same thing happening, all running under 20% cpu

only antivirus is defender, and it happens the same when connected locally "same LAN network"
