    I have Amazon Fire HD7 tablet and hardware decoding works as expected. I think there are issues with HW/HW+ decoder issues on your custom ROM. Search for another ROM. The issue you have is nothing to do with WiFi connectivity.

    tinyCam uses main stream by default. Sub stream is used when "Low-bandwidth profile" enabled in app drawer (left slide menu in live view). For some cameras changing Channel in Camera Settings - Advanced in the app also changes stream number to be used.
