I doubt we'll ever hear the whole story about how the fire got that severe, what started it, real number of deaths or injuries, etc.
After all, Chinese-made and installed fire detection systems, sprinkler systems and alarms are the best in the world, right?.......RIGHT?

I have some friends live in that city. A crazy day. The building was built in 2000, from news no one injured.

At 15:48 on September 16, 2022, the command center of the Changsha Fire Rescue Detachment received an alarm: a fire broke out in the China Telecom Building on the East Second Ring Road in Furong District. The detachment immediately dispatched 17 fire stations, 36 fire trucks, and 280 officers and fighters to the scene. Disposal, the detachment full-service headquarters was dispatched.
At 16:00, the first batch of forces in the jurisdiction arrived on the scene. After preliminary investigation, the scene was a fire on the outer wall of the Hehuayuan Telecom Building in Furong District. The building height was 218 meters, with 42 floors above ground and 2 floors underground. At present, the fire has been extinguished and no casualties have been found.

Yes, just the surface burn, use some flammable materials, so fire is very fast.

In short, yes. This is why many construction materials from China are banned although some managed to slip through. Remember formaldehyde vinyl tiles and laminated wood? You can still find them, but only shady contractors know where to buy them.

The Twin Towers had a shit design in which the floor trusses were not sturdy enough (thin diameter metal). Also, the towers did not have a concrete core and the outer steel perimeter was severed by the planes impact and explosion that followed after. The plane fuel made the situation worse softening the steel to a point at which the outer columns failed in synchrony creating the pancake effect (collapse). Also, the lack of fireproofing acted like a catalyst to the fire spread.
7 WTC collapsed mainly due to combustible materials within the offices at the time (i.e. lots of paper, wood furniture, etc). At the base of 7WTC was a Con Edison transformer which exploded thus further exacerbating the fire as one side of the North Tower collapsed over adjacent buildings. The transformer when up in flames. The collapse of the North Tower created a shear and rippling effect in the immediate vicinity. The fire could not be contained. 7WTC did hold up for several hours though
