Why is this capture not in focus?

My camera captured this person in my driveway. Why is the text on his vest so blurry?

This is from a Loryta B5442 set to max zoom (12mm) to capture the mailbox (and the kids who put trash in it).

I don't know the exact settings that may help: so Ill provide a few and maybe get lucky:

H.265
2688 x 1520 (maximum)
fps: 15
CBR
bit rate: 4096
frame int: 30

How can I get an image like that in focus?

Yeah that's motion blur, not a focus issue. Post the relevant settings like @sebastiantombs requested. If you didn't manually tweak and configure them then you are using the factory default auto settings which are great for taking pretty static pictures at night but terrible for moving objects.

I'm logged into to camera GUI:

exposure:
Anti flicker: outdoor
mode: auto
exp comp: default (middle)
auto iris: On
3D NR: On
Grade: default (middle)

spent 15 mins looking for shutter and speed:

BI5 under PTZ/control is showing Shutter, but when mousing over nothing there is selected/checked/highlighted

I cannot find speed in the GUI, camera settings, or the global settings.

Shutter speed is in the camera GUI not BI

Yeah you have shutter set to auto which is not good for moving objects in dim lighting.

Read this: Common issues with camera image and this: Shutter Speed / Exposure Tutorial

You need to set range of shutter speeds. Customized Range -> Manual in the camera GUI under Exposure. Something like 0ms - 7ms for the range.

None of the other settings you're mentioning matter.
Shutter speed= Exposure

Try Manual 1/60. 1/120 would be better but it depends on how much light you have. As you increase speed the image will get darker, This is the trade off using color in low light conditions. Keep DNR below 50 actually below 40 if you can

And 4096 using substream (which is likely much lower) is going to be a lousy image anyway for that 4MP camera IMHO it needs 8192 and use the main stream for ID.

In the camera gui look at conditions-exposure-shutter. The shutter speed is what we are referring to.

The reason I wasn't seeing shutter because I had "MODE" set to auto.

I hit the drop down to change to "shutter priortity", and there are options for shutter.

I'll set it to what bigredfish suggested.

I'll play with that setting.
