I have a PTP bridge set up between my house and pump house. In the pump house is a ubiquiti managed switch. It has two POE cameras and a AP connected to it. I tagged ports 2 and 3 with VLAN 40 which is my camera network. Dash board shows those ports tagged in the Camera network but the cameras are not getting a new IP address within that network. My question is, does the bridge have to be on the same VLAN as the cameras? I have changed camera at the house to the camera network and had no problem. The only difference here is the radio bridge.

The ports the cameras are on should be configured for untagged VLAN 40 as the cameras certainly don't support VLAN tagging. I can't imagine any circumstance which you would want an end device to be running tagged; only if it's a device that should be on multiple VLANs such as another switch, a firewall, or a wireless access point that supports multiple VLANs.
