Video Stutter

Good day all. I've got an issue that I've been trying to fix for a while now. I've searched the forum and read the help guide, and I have been unable to correct my issue on my own. I have tried adjusting bitrate and FPS and i-frame rates to correct my stuttering video problem, but have been unsuccessful. Has anyone seen this exact issue, and tell me what is causing this? Attached is a still photo of what I am dealing with. I was unable to find another example on this thread that exactly matches my problem... although I can't believe this is unique to me as I have a fairly typical setup. While I recently upgraded to version 5, this problem existed under version 4 as well. This car was backing down my driveway:



This issue plagues each of my cameras, but not all cameras are the same manufacturer, so I believe I can rule out a camera related issue. Live feed seems to be unaffected, but I am unsure. Typical resource usage of my BI machine when recording my 4 cameras is:

I am probably missing something simple... But I can't figure it out. I am a newbie when it comes to this, but I am willing to take the time to learn.

This is a common problem. Search tearing.
Match the I-frame interval to the frames per second. If you are running your PC headless connect A monitor and see if it resolves the problem

Thank you for the quick response... and for the term to describe my issue. I am indeed headless, so I will look to see if connecting a monitor/emulator resolves my problems. Others seem to have had luck with this.
I have tried adjusting the I-frame interval to match the FPS, but find I suffer from the "pulsing" issue described in the wiki. I find the best combination for me to be about 2-3 times the frame rate. Since my post this morning, I have changed my Hardware accelerated decode to Intel (was Intel+VPP) and also unchecked "Limit Decoding unless required" based on the troubleshooting discussion in the wiki, and this seems to have had some effect on the tearing, but that may just be coincidence.

Can you be 100% sure of the integrity of your network connections? You seem to be suggesting you aren't sure of the live feeds. I recently had an video issue caused by a powerlink connection, I'd been cleaning around the network switches and NVR and I must have knocked things.
I suggest that you check your cables and switches to eliminate these as a possible cause.

I suggest that you check your cables and switches to eliminate these as a possible cause.

All is fixed now with the addition of the emulator. I speculate that my live feeds direct from the cameras were likely affected since I was using RDP and did not have a monitor connected to the machine at all. While there was no visible tearing in the live feeds, there was, on occasion, some stutter noted.

I've been running now for a couple of weeks and all video related issues are resolved.

My system is not headless, but I get that if I upgrade to the latest video drivers for my i5-6600/HD 530.

It's an old monitor with DVI only, no DP or HDMI. It's connected to the HDMI port on the motherboard, with an HDMI to DVI adapter plugged into the monitor.
I have the computer set to turn off the display after 15 or 20 minutes, and I think that's when the tearing starts. The monitor automatically shuts itself off when it detects no input. When it wakes up, non-maximized program windows have moved and icons on the desktop have moved, signaling a resolution change or something. It's almost like the newer drivers think the computer is headless once the monitor shuts off.

If I revert the drivers back to one from 2016, it doesn't do it anymore. No more tearing, and no more moving windows/icons.
