USB webcam - 'no signal' for long time after restarting/etc

I figured I'd go ahead and hang a cheap USB webcam (Logitech, 1080p, about 1 year old) off my BI PC so I can watch the room where it's located. But I'm getting a strange behavior with it where any time I restart BI this camera's feed it shows the dreaded 'No Signal' gray screen. Eventually - like after about 10 minutes? - it will start working. This is a very consistent behavior.

Starting the 'camera' app on WIndows 10 gives a video signal immediately and with no problems. So what's BI doing differently and is there anything I can do to help coax this thing to show up immediately?

(Have tried with hardware-accelerated decoding both on and off - no difference).

So, for what it's worth, it was an audio issue. For my use I just turned off audio for the camera but presumably if I'd taken the time to track down whatever drivers were needed it would have solved it as well. I guess BI keeps trying for like 10 minutes to figure out if there's audio available before showing video standalone.
