ISIS is taking credit for this.

Combatants with ISIS insignia where caught on camera last year riding on a Ukraine combat vehicle with other mercenaries, its believed the CIA shipped them there via Turkey.
Remember ISIS in Syria was about to overun Syrian government controlled capital.
Obama administration wanted a regime change, so they let ISIS grow. Syrian President Assad asked Russia for help in 2015, Russia started attacking ISIS and they pushed them all the way till the Turkish border.
ISIS also blew up a Russian airline in 2015 killing all passengers, after which then Secretary of state John Kerry and Obama renewed their calls for Russia to leave Syria.
Where as during the 2015 RNC debate, Trump wanted US and Russia to be fighting against ISIS side by side. Even after Trump became the President, Trump had to press the pentagon leadership repeatedly to go after ISIS and RFK JR said CIA created ISIS.
Currently what remains of ISIS is concentrated in Idlib, Syria. Protected unofficially by Turkey and since Turkey is a Nato member.
