Little off topic - want to congratulate you and your neighborhood in general for 'playing by the rules' so consistently. Everyone's can's are lined up beautifully, everyone's front yards are neat, extremely well groomed, edged, blown, etc. Everyone parks nicely without extra crap in yards. Wow. Nice hood!

FYI, the city I lived at in N. CA for 29 years has various ordinances in place (and they ARE enforced) against overgrown /non-maintained weeds & lawn, non-maintained structures, parking cars and leaving crap on lawn. You also were required to store your cans out of view except on pickup days...I think it was called "nuisance abatement". I thought it was a good thing, mostly.
It's too bad that some people will only try to be neat, keep the noise down, etc. if there a law against it....but that's civilization, I guess. They have to be forced to get along with their neighbors. Too many people have no idea what it takes to get along with others....they think the sun rises and sets for them each day.
Now I live in a rural setting where practically anything goes...it has taken some getting used to. It has it good points....and bad. Mainly, the a$$holes that want to park on their lawn, pile old washing machines around the house like they were collectibles and let their 3 un-spayed or un-neutered dogs run loose have moved OUT of places with rules and IN to a single-wide trailer down the road from me.......
