Too Many Users, User Limit - host.docker.internal listed connections

I have Users set to 99, shortened clear time etc. etc.

More as an indicator using UI13 from another PC on local LAN sometimes won't allow log on with user limit message.

My main problem is I have python script, on the same server PC that is triggered on movement, TRY's to get data from the database
This comes back with an error "user limit", I then test with UI13 & similar error.

I have no idea what clears it, starting & stopping (it is a service so turn off, restart etc) or a BI update usually does the trick (latest critical & STABLE)

then works for a few weeks, perhaps bit less, then locks up again.

I removed www access, so just local (I now use VPN via modem)
The thing that is odd it I have Plate Recogniser running on the same PC, it is the SDK version so has to run in a Docker.
host.docker.internal user, session, #5 0.00.05.02 , 0 frames
host.docker.internal user, session, #5 0.00.02.04 , 0 frames

& the usual connections I would expect.

As far as I understand (& know v.little about docker) I don't know it would show up as trying to connect, the SDK has nothing to do with BI
This is running port 8080 in docker.

BI server is 192.168.2.5:82

I have 2 users
Admin admin
UserX admin (also)
local unticked

Really don't know where to start, been going on for a long time but as I can't trigger the problem easily I just have to wait but as I say still not sure what resets it.
