I see that cardboard cutout in a good number of places. There's some anti-shoplifting message on the sign as well.
Eventually, they will notice (burglar) is static. Better add a motorized rolling channel to move around behind the front glass
Put the cop cutout on a model train set like Kevin did with Michael Jordan in Home Alone:
A well scored one of these taped to the inside of the window might "sell" better.
