The idea of having CCTV

Is there any idea to have CCTV if the quality is this?

The police is wanting public to recognize people visible in that footage. Quite difficult, I think...

That is some really crappy footage...probably installed years ago...
On the other hand in Illinois it seems that they have HD video of the scum that killed Lt. Charles Joseph Gliniewicz. It seems they had to send the footage to homeland security because local investigators did not know how to play it back...
