Is there a sticky or tutorial on how to setup a static IP address in blue Iris? Can someone please assist me?

There is no setup required blue iris doesnt interact with no-ip...no ip simply gives you a host name like mycams.no-ip.com and sends you to your current external ip when you use that address. You need to run no-ip's updater app on your pc or enter your credentials on ONE of your cams or router..

You will need to properly port forward the blue iris webserver port and also make sure that the blue iris pc's internal ip does not change (use your routers dhcp reservation).
