The people originally came from across a fence or something. Later in the video it skipped ahead several minutes, which is where the parade of folks carrying the perp showed up.
They were playing football, heard the girl screaming, and jumped the fence to come to their rescue. She was not Indian, but rather from another country and was visiting. She got lucky.
