SADP does not see anything

I'm having problems configuring a new camera that will not be connected to an NVR. I am using a linksys router that has only the laptop and new camera connected to it. My NVR and cameras already configured are on a separate router.

I understand that the camera is by default at 192.0.0.64. My networks run on 192.168.1.xxx. I have tried changing the router's IP to 192.0.0.1. I have tried connecting by CAT5e directly between the computer and the IP camera, as well as the computer to router to camera. I have tried changing my computer's IPv4 to 192.0.0.1. When I ping the 192.0.0.64 it comes back as "Destination Host Unreachable".

I have installed / reinstalled SADP (different versions). SADP will not see any camera, nor my NVR which is functioning when connected to that network. Geovision's program will detect my NVR and GV cameras on that separate network, but will not see the new camera when connected to the network the new camera is on.

Camera is an LTS turret, powered with a POE injector.

I'm sure it is something simple, but what I am doing wrong?

EDIT: Antivirus was blocking with firewall.
