That camera of yours is a magnet for weirdness. 
So maybe "Dale" (the name on the back of his hoodie) needed some rock ballast since he'd lost weight and was afraid the gravity from the next new moon would carry him away?

What is it about this turnoff from the main road that makes it so appealing to weirdos? Seems like it's daily weirdness.

WTF! I do not understand what he was trying to accomplish. One day there is a bike frame to pick up, another day there are sticks.

So Dale spies your cam and puts the hoodie over his head. He does not want bark on his sticks. He really does not like straight sticks, only ones that have bends in them. What's with shaking up soda and opening the bottle?
Maybe the rocks are for throwing off of interstate overpasses?

Looks high as a kite - Theft though as clearly the rocks are a part of the highway base (would still be part of someone elses property if not unless in a wilderness zone where removal was permitted). As for the sticks, probably fly tipping or US equivalent.
