I found a Lenovo Thinkcentre M700 PC on sale for $380. Any thoughts on using this to run BlueIris? For home use, I would have it store live feeds to the SSD and then archive them to an external or networked drive.

you should find a machine that will take a standard 3.5" Drive and put the storage internally.. external or network drives are just another point of failure and constantly writing to a SSD is quite abusive, they are not designed for those kind of loads and have a limited write lifetime.
 
You are probably right...although it would be nice to have such a small box, especially since this one was only $350. Any suggestions on the current favorite, no frills, i7 box?

That T processor won't cut it.

Look at a refurbished by the factory Dell Optiplex or HP Desktop Elite i5-6500 or i7-6700. they will come with factory warranty.
