Note that the error states that the folder is "Blue Iris 4", so that's the problem.......edit or delete and re-instate the service to start v5 ( point to "BlueIrisAdmin.exe" in the "Blue Iris 5" folder.
Check your startup folders, where programs are auto started when you log in:
C:\ProgramData\Microsoft\Windows\Start Menu\Programs\StartUp
C:\Users\[User Name]\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup
