Recover Speed Dome sd59230t-hn motherboard red blink

Hello guys,

So i have this speed dome Dahua sd59230t-hn with some problems.

I can power up , but it's not booting at all and i ve got this red blink on motherboard . I bet this is the answer to my problems , but i have no ideea what can it be.

Can someone give me an ideea please? thank you.
