Recommendations - PTZ Cam - with sound capability

I was hoping someone would be able to recommend a PTZ IP Cam (reasonably priced $150-$200 CAD) that has sound capability.
I never required a camera with sound before but a new neighbor with an older dodge diesel half ton moved in next door
All I need if for this camera to record sound to prove to the bylaw people that the noise from this truck is excessive

Sound on a PTZ is kind of a no-no. All you get to hear while the camera Ps, Ts, and Zs. A good entry level PTZ, without sound, is about $400USD. Then you need an external microphone to get audio for another $20USD and a means of powering it with 12VDC. A PoE spliter won't work out well with the power demands of a PTZ.

Audio thru a cam's mic is not measured, and to prove a sound level you need some sort of calibrated reading.
Recommend using a phone app similar to 'Audio Tools'. Although not a professional sound level meter, it's close enough to give you a usable dB level.
