Recommendations for well-lit areas

I've read many discussions here regarding Dahua camera choices for low lighting conditions but I'm confronted with an opposite scenario.
The attached photo shows dusk-to-dawn lighting and I'm looking for suggestions on whether or not to still use Starlight cams on (or facing) the building here. There's also a similarly bright streetlight mounted about 14 feet overhead where I stood while taking the photos.

What would you all recommend?

Just to give me some reference, what is the approximate distance to the stop sign in the first clip and the end of your drive way in the second one?

How are you getting such smooth and clear video? For the life of me I cannot get my IPC-T5442TM-AS-LED smoothed out. When a vehicle passes I can tell the color and what it is but it's laggy/choppy.
Dedicated system: I7 9700, 32gb ram, 1tb ssd, 10tb drive for bi. 5 x 4mp cameras 2%cpu.
5442 running at 25fps 6144bitrate, 40 I frame (matching I frame makes it less smooth). I've tried every combination my newb brain can think of.

I'm using IPC-T5442TM-AS-LED in an area with overhead street light. I'm really impressed with image clarity. Still trying to fine tune video choppiness. It is dark outside and this is a picture of the picture.20210104_172847.jpg

Stop sign is about 85ft- that camera is a variable focus 5442 bullet (2.7-12mm) and is zoomed in about 1/2 way
My Drive- the camera is a 5442 bullet but fixed 3.6mm lens. Door to FJ is 13ft and end of driveway is 35ft

Generally speaking I'm running 8192-10,240 bitrate, 30FPS, CBR, Iframe 30 and a nighttime exposure of 1/120. I record to a Dahua 4208 and 5216 NVR
