Question regarding long range subject with HFW5231E-Z12E

I have one location that I would like to view road traffic at about 250 meters, so I am keenly interested in a long range camera.

I see the very interesting 25x Starlight IR PTZ Network Camera SD49225T-HN But, I have no need for the added complexity of the PTZ.

Although it is not rated like the 49225(25x) The narrowest FOV I have found would be the IPC-HFW5231E-Z12E. The lense on it goes to 64mm with a FOV of 5deg. It looks like that would correlate to a 12x lense Would you be able to read a license plate # with that camera at 250 meters?

Is there a 25x camera available in a standard Bullet?

It will likely be pole mounted if that matters. On camera image stabilization?

Security cameras don't do image stabilization. That is a feature for handheld cameras.

To get 25x zoom you pretty much need a PTZ or a box camera with an expensive telephoto lens screwed on its front (and that isn't weatherproof).

According to IPVM Camera Calculator V3 you can read plates at that distance (250m = 820ft) with the 25x PTZ, but not really with the Z12 starlight. You will want an extremely stable mounting position. Depending on the pole, it might wobble every time there is a breeze, and a small wobble looks like an earthquake when you are zoomed to 25x.

Yes, however don't expect the IR from the camera to be worth a damn at that distance.

Here is what IPVM Camera Calculator V3 says. 87.9 pixels per foot at 250ft distance. Should be plenty detailed enough to read plates.

With this camera about ~250' out according to Google Earth. It's not normally in this position so I don't have any night shots but I'll try to update with some later tonight.
