Q between these two cameras

I’m looking for some guidance as to building my own system here at home. My first question is what is the best approach for outdoor mounted camera, I noticed on hick visions website that there’s various choices. However, I want to know what is the true difference between these two types of camera

DS-2CD2383G0-I vs DS-2CD2163G0-I. And what I mean by that is which one has the better image quality and also better night performance.

Use dahua hikvision or ipct cameras. Stay away from chinese hacked cameras.
