This is kind of off topic, but how rare is it for an ISP to dish out static IPs as part of the regular service? I have noticed that mine has only changed when the mac address on the router changed due to me getting a new one. I have had the same public ip address since I got my service 2 years ago which never crossed my mind. Welp, at least I can access my servers with ease.

Mine works like yours. Technically it is a dynamic address but it has only ever changed when my router's MAC address changed. When I upgrade routers, I've just been configuring the new one to spoof the MAC address of the old one, and thereby keeping my same old IP address.

I don't know of any residential ISP that offers static IPs by default. Most customers couldn't care less.
