Starlink does not need to market this. They are in Beta with a waiting list. Also the CHP posted this not the driver. To assume they would drive around until they were pulled over and a cop posted it doesnt make any sense.
As to who the fuck would do that? You can ask the same question about lots of things that actually happen.

You obviously have not watched the required quota of Cops episodes over the years, before the snowflakes got it canceled.
I've personally seen much dumber, and dangerous objects attached to vehicles.
And this was in California, so the "dumb shit" is at a much higher level to begin with.
