POE+ with AMCREST 853E Problems

My problem with the 853E is that sometimes if I restart it by unplugging the POE cable and then plugging it back in, or if I lose power, it will not finish booting up, just makes noises but never completes the start up and never comes online. I have tried a few different POE+ switches. I am using on that is 802.3at POE+ and even has an extend feature that is supposed to go beyond 100m, but still not working. If I add external power I can help "jumpstart" it and then remove power and it stays on with POE. Anyone else having this problem with POE and AMCREST 853E?

What usually takes place is the camera is not getting enough power and prolonged usage of this will eventually cause the capacitors to go bad. One good way to test if the capacitors gone bad would be does boot normally by apply regular power supply to it?

To prevent this from happening, please ensure that a PoE+ switch is being used and I also recommend isolating the Goliath camera on their own switch. most switches have a max power output and if exceeded, it could also cause this.
