Playback OK but stop and forward buttons sequence rapidly

During playback the video seems fine but the stop and forward buttons are sequencing back and forth (highlighted) rapidly.
Also the multiplier 1x, 2x and so forth is not working. (no response). Any ideas?

What is your cpu consumption when this is occurring?

About 27%. i7 4ghz with 16g mem. Only weakness is my display is from the motherboard. No card.

Using integrated graphics is not a bad thing. It helps. Blue iris supports hardware acceleration from intel. What model i7?
What version of blue iris are you using?

BI is the latest update just loaded last week or so. I'll get that tonight. The CPU is:
Intel Core i7-4790K Devil's Canyon Quad-Core 4.0 GHz LGA 1150 BX80646I74790K Desktop Processor Intel HD Graphics 4600

I shut down BI then shut down the computer. Rebooted everything back up and it hasn't done it since. Took a computer reboot to resolve.
Jury is out on repeat issue.
