my simple question is can I used IP cameras that are ONVIF 2.0 with an system(NVR) that is onvif 2.4 ???

The answer is not simple. Try to match the camera manufacturer to the NVR or you might have problems. It varies.
If you buy junk brands, you will have poor results.

Lets say i have a dahua nvr will it work with the 2 types of onvif protocol??

Am asking because i dont want to spend all that money for no reason

All that money on what? There is usually a reason that a company can demand a premium for their product. Not all cheap china cameras are the same.
What cameras are you trying to use?
With some cameras the motion detection will not work with the dahua NVR. You will only find out if you try.
 
If you already have the NVR, get Dahua cameras as well for best results.
 
for now i only have the NVR and am locking for the right camera to buy for my system

There are LOTS of good cameras for 100. Start reading the forum and you will see them.
