Are there any NVRs that can control relay outputs? Or any way to make this work with a NVR other than a full blown automation/control system?

I might be cheeky, but you are looking for an Alarm OUT interface which serves as a relay INPUT (not an output).
You have to look for (on Dahua NVR) something like this:
As you can see, there might also be Alarm IN plugs, they can, for example, trigger a PTZ/tour/record action on a cam.
There are even IPC who have an Alarm OUT interface.

My Dahua 5216-4ks2 has 4 alarm inputs and 2 alarm (relay contact) outputs. The outputs can be triggered by a camera event (such as line crossing), or an alarm input trigger. The relay assertion time is settable. Other than that, there's no configurability of the outputs.
